Erik Clarke

Senior Consultant

Erik Clarke is a senior management consultant who specializes in audit, finance, grant reporting compliance, contractual compliance, data analysis, and strategy. He has experience working with federal agencies, state governments, county and municipal governments, special districts, non-profit organizations, and private corporations.



Erik Clarke is a Senior Consultant for a large professional services firm, specializing in audit, management consulting, finance, and strategy. Erik has conducted over 400 professional financial audit peer reviews, compliance audits in an active combat zone in rural Afghanistan, performance audits over several subject-areas, and was a leader in CARES Act and Paycheck Protection Program (PPP) implementation.

Erik has served audit clients across disciplines, including global non-governmental organizations, federal agencies, state governments, county and municipal governments, non-profit organizations, and private corporations. Erik has also regularly spoken at conferences and conventions on audit innovation and audit technology topics.

Prior to his current role, Erik worked in public finance roles for the State of Colorado Department of Human Services and the City and County of Denver, Colorado. At the State of Colorado, Erik managed over $650M in annual spending for youth services facilities, child welfare programs, domestic abuse prevention programs, human trafficking prevention, and more. At the City and County of Denver, Erik managed over $180M in program expenditures, including city planning, zoning, facilities, purchasing, utilities, arts venues, human resources, and the hearings office. Additionally, Erik worked on the nearly billion-dollar General Obligation Bond package in 2017 and the Workday technology implementation.

Erik has a Master’s of Public Administration from the John Glenn College of Public Affairs at The Ohio State University and a Bachelor’s of Arts in Public Policy from Kent State University. He maintains memberships and leadership positions in the Institute of Internal Auditors (IIA), Government Finance Officers Association (GFOA), and the Emerging Local Government Leaders (ELGL). He currently serves on the Denver Health Foundation Next Generation Board and is a member of the Mile High United Way Catalyst Society.

Erik lives in Denver with his partner, Garth, and his dog, Maggie.

I provide a variety of audit, consulting, finance, grant reporting compliance, contractual compliance, strategy, enterprise risk management, and management advisory services. I have experience working with federal agencies, state governments, county and municipal governments, special districts, non-profit organizations, and private corporations. 

Senior Budget and Policy Analyst, State of Colorado Department of Human Services

I oversaw over $650 million in annual spending including all youth correctional facilities, child welfare services, domestic abuse programs, human trafficking, and Division of Children, Youth, and Families programs. Analyzed proposed legislation from the Colorado Legislature and Office of the Governor. Worked with agency staff on reviewing performance management documents, audits, and guided agencies through the state budget process. Additionally, I provided leadership on federal legislation implementation and expertise to decision-makers on management topics, on Medicare and Medicaid financings, and on human and social services best practices. 

Budget and Management Analyst, City and County of Denver
I oversaw over $180M in annual budget, including Denver Community Planning & Development ($28.8M), General Services ($72.5M- includes facilities, purchasing, and utilities), Denver Arts and Venues ($61.7M), Human Resources ($16.5M), the Hearings Office ($0.5M), and the Board of Adjustment-Zoning ($0.3M).

I conducted research management and policy topics, including an employee merit pay calculation, an employee performance system, staffing and employee vacancy rate-setting methodologies, technology integration for human resources and financial data, employee leave policies, paid family medical leave, workforce health insurance options, organizational strategy, organizational structure, program and process review, and resource planning. I assisted in the implementation and testing of Workday Human Resources, Workday Capital Planning, and Workday Accounting. 

Management Consultant 

I worked with several organizations on contracted management consulting projects, including process improvement, program evaluation, policy research, and budget process reform. Additionally, I advised organizations on organizational restructuring, financial strategies, and reforming policy and procedures for program implementation.
